There are plenty of different sources, but none provide the variety we’re used to on the later expansion where each raid has a different armour set for each class and traitline. As such it’s hard to provide 1 advice that would work for all. In general, if you want to focus on the Rift raid, it’s hard to beat the stats + shadow damage mitigation. Same with Wraiths.
If you’re looking for DPS gear or your main class role. You;ll be able to find cheap sources and most set bonuses are meant for you. If you’re looking for a variant, you’ll have to mix and match different sources if you want the best.
There are options such as the level 50 landscape drop set armour, Nadhin armour with max essence slots or seasonal instances such as Thrang. Or specific boss and class/traitline drops out there that are better than the easily to reasonably sourced gear pieces. But this guide is not made to provide min-max information on that detailed level.
In general, quest armour is fine to start off with. You can go 2 ways.
You prepare your level 50 gear by getting the required rep on missions barters before hitting 50, or join Urugarth and Carn Dum run before you hit level 50. You’ll get a ton of crafting cases with scrolls before 50. You’ll miss out on quest areas and epic story by going with these options, but you won’t “waste” time once you hit 50.
For a future character you’ll have marks and medallions or the barter item to skip straight to the good stuff. You might even have some Rift gems to barter, mission tokens galore. If it’s later in the servers lifetime you or a friend might have guild items, crafted gear, stocked up on bind to account offhands and Wraith Jewelry in your vault.
Just cause it’s not the best for your first character. Remember to check your barter wallet, vault or crafted alts and friends to give you a kickstart on any future characters.

A special mention to Woe of the Willow for a nice necklace. While not teal it’s easily gotten from a Tier 1 run.
A special mention to Sarn Vorn for bows, off hands and shields. Each boss drops a different class item, but these are some of the best stats you can find for yours.
Unless you’re on a higher landscape difficulty setting. Gearing with Wraiths in mind is mostly about going for higher morale and tactical mitigations. Classes with healing or higher stats will have a far easier time soloing these guys. If you’ve issues with them (while leveling) there are a few extra tips.
For level 50, there are specialty jewelry in purple or teal to barter in Esteldin. These provide 1-3 hope, decent stats (some healing even) and shadow mitigations. For normal day use you’ll lose some stats. They do function well in the Rift. Purple is plenty cheaper and only a slight loss in normal stats. Purple and teal set bonus do work together. Getting 2 purple to replace one later with teal can work. They are bind to account for a second character.
Each major city has a Skirmish camp. The most convenient one is just outside Bree Southgate. Select the level 50 selection to barter with marks and medallions. Classic and crafting barterers are functionally disabled.

Nearly all mission camps have a delving barterer available. Expensive gear, but nice selection for all class roles, teal and 2 essence slots if you want.

Consumables are permanent recipes (scrolls, hope tokens, food etc), but the others are single use recipes. They are level 48+ and usually great. Difficulty comes in finding them and the beryl shards required in the recipes. They come from Rare signature mobs roaming the landscape or rare drops from gathering.
Great for single slots such as weapons, offhand, necklace. Gets a bit more time consuming if you want to gear a full character.
No single use recipes, great to best gear. But limited by the usage of an Guild item that has a 7 day cooldown. Also need max reputation for the level 50 gear. Find a friend or work on your own crafters over time for these guys.
Don’t forget your questing rewards. Especially the epic story gives some great rewards such as cloak, pocket and weapons. You will want to look at later regions and level 50 quests, but you’ll find plenty of options out there.
Greater dextrous helmet of penetration. Not the easiest to find or even the best anymore. These have been artificially lowered to be worse then the “endgame” or crafted gear. And mostly these are Bind on equip. The teal versions that are ok to decent. These come from older instance clusters such as
On the second floor The Last lonely house in Rivendell there are barterers for each class. While you can browse the other classes you can’t use them.
The original last area of the expansion that level 50 had to offer. These were home to the instance cluster Urugarth, Carn Dum, Barad Gularan and the raid Rift. You will need to have finished https://lotro-wiki.com/wiki/Category:Vol._I._Book_6_Quests to reach this camp.
The above questchain will lead you into camp of Garth Forthnir. At the first passage you will find the below barters. They each require a drop from a specific boss in the Angmar instance cluster.

To the far northeast of Garth Forthnir you will find Iorlens camp either by a long ride or a summon from the Mustering Horn there. Each gear piece comes from a specific boss and it will take some luck or time to acquire all of them.
Short form instance for solo or duo across Middle-Earth. Each with their own specific slots, rep and weeklies. Some of the easiest (with some work) to get good jewellery. Some armour available, but usually easier options available. Read notes in their own section.
Take special note of the Blue dwarf stables that will allow you to teleport between most of these locations (southwest Bree or Midsummer Minas Tirith)
